Due to reasonable prices and the fact that most people do not own cars, the taxicab, along with the bus, is most commonly used as public transportation. Cabs are plentiful, and the fares are not prohibitive. Since only new taxis have meters, it is important to tell the driver your destination and then negotiate the price before departing. Cabs without a red license plate are pirate cabs; a traveler must take particular care when negotiating. Taxis are in operation twenty-four hours a day. They can be either hailed on the street or arranged by telephone. A telephone operator can give a customer the number to call.
